Yury Nikiforov, the head of the Scientific Department of the Russian Military Historical Society, told about it. He took part in a round table devoted to the responsibility of historians among the famous scientists. The meeting was held in the State Duma of the Russian Federation.

The Moscow Pedagogical State University, the Moscow State Regional University, the Public Council for the Protection of the Historical Heritage and the Russian Society "Znanie" (Moscow) acted as the organizers of the round table "What the historian is responsible for: knowledge and morality, truth and verity".

Director of the Institute of History and Politics of the Moscow State University Alexey Ananchenko, Dean of the Faculty of History, Political Science and Law MGOU Vardan Baghdasaryan, Professor of the Financial University under the Government of the Russian Federation Yakov Plyis, Professor of the Peoples Friendship University of Russia Sergey Resnyansky, Head of the Scientific Department of the Russian Military Historical Society Yury Nikiforov.

Following the meeting, the scientists prepared a number of recommendations for government bodies and for the professional community.

The participants of the meeting propose to adopt a new federal law that protects the historical memory, as well as to amend the current legislation.

- The State Duma Committee for Education and Science was recommended to consider the possibility of adopting the Federal Law "On Protection of Historical Memory". This is necessary for the formation of legal mechanisms that create obstacles to statements and actions that undermine the historical consciousness of the peoples of Russia, discredit historical symbols, and offend the memory of Russians about the past. It is also necessary to introduce legislatively a ban on the heroization of historical opponents of Russia and traitors to the Motherland, - said Alexey Ananchenko.

Scientists believe that at present in Russia the mandatory historical examination of computer games is in demand.

- With the purpose of forming reliable representations of children and youth about history, we proposed to introduce changes that provide for compulsory historical examination of computer games, Federal Law of July 27, 2006 N 149-FZ "On Information, Information Technologies and Information Protection" and the Federal Law from December 29, 2010, N 436-FZ "On protecting children from information that is harmful to their health and development," - said Alexey Ananchenko.

Another proposal relates to the establishment of research centers in Russia for studying the technologies of impact on socio-historical processes.

- We suggest the Government of the Russian Federation to consider the possibility of creating multisectoral interdisciplinary research centers in the country for studying the technologies of impact on socio-historical processes, developing and using such technologies in all spheres of public life - political, economic, educational, scientific, cultural, social and others. And, given the fact that the foreign scientific bases of the articles of Scopus and Web Of Science are ineffective and destructive for Russian historical science and education, the historical consciousness of society, are based on fundamentally different worldview and moral principles, suggest initiating the abolition of the requirement for Russian historians to publish their articles in these scientific bases as a criterion for assessing the effectiveness of work," - said Yury Nikiforov.

According to Yury Nikiforov, the participants of the round table called on Russian historians to support the idea of creating a "Charter of the Russian historian" and take part in its development. The document will contain the basic moral and professional principles of scientific and educational activities in the historical sphere.

On May 17, the problems of the responsibility of a professional historian in the public space and the formation of the "Code of Honor" will be discussed at the thematic meeting of the discussion club "Guchkov Dom" (The House of Guchkov). The event will be held on the site of the Russian Military Historical Society.
